Funnily enough, there's <a href="http://www.whitehouse.gov/news/releases/2005/08/20050827-1.html" rel="nofollow">nary a mention</a> of Jefferson Parish in the statement. And even more curiously, none of the <a href="http://www.bobharris.com/content/view/637/1/" rel="nofollow"> coastal parishes</a> are on that list at all. So technically, FEMA and the President never took responsibility for where the bulk of the damage was going to be done, thus leaving that responsibility in the hands of the local authorities: the Governor of LA and the Mayor of New Orleans.
